The recording rule for `odf_system_raw_capacity_used_bytes` is not reporting correct values

Steps to Reproduce:
1. Go to OCP -> Observere -> Metrics
2. Put `odf_system_raw_capacity_used_bytes` as a query and run


Actual results:
Reports value as 1B

Expected results:
Should report actual value.

Metric is reported as needed. see attached file. 
tested different time intervals and graph is shown as expected
