Description of problem:

When cu performed  Docker build steps on OCP 4.8 turn out to be much slower on the RHCOS node. 
In particular, the COPY steps significantly increase build duration.
The customer is using TFS for builds and the environment is on VMware

How reproducible:

Every time when cu performed build, it almost took 11 min to complete.

Cu just updated OCP from 3.11 to 4.8.16
