Description of problem:
We want to rebuild our list servers on top of RHEL9 when it's out, and are trying to get all the dependencies ready. libimagequant is a dependency of python-pillow which is a dependency of django, which in turn is needed by hyperkitty (archives web UI) and postorius (mailman web UI).

Please add:
- infra-sig group as admin (or at least committer)
- python-sig as committer
- epel-packagers-sig as collaborator on epel* branches
