Description of problem:
neutron-dhcp-agent memory usage steadily increases until it consumes all the memory on the controller. The controllers run at about 80G steady state so when we see this the memory consumed by neutron-dhcp-agent is approximately 256G-80G=176G. This issue has happened, and continues to happen, in a rolling manner across all 3 controller servers

Every few days

Steps to Reproduce:
1. Wait a few days
2. Controllers go OOM 
3. Reboot controller
4. Go back to step 1

Actual results:
Controllers go OOM

Expected results:
Controllers not go OOM
