Description of the problem:
Observability - dashboard name contains `/` would cause error when generating dashboard cm

Release version: 2.4.x

Steps to reproduce:
1. Create customized dashboard by scripts here - https://github.com/open-cluster-management/multicluster-observability-operator/tree/main/tools
2. If dashboard name contains `/` when generating dashboard configmap
3. There's error generated
