Please branch and build gocr in epel9.

I'm not sure how many users does gocr actually have in Fedora. It has never been built for EPEL. Is there some specific reason (dependency?) we want gocr in EPEL-9?

I use gocr for some things that I've previously been using on Fedora because I needed a new enough stack. Now that CentOS Stream 9 exists, I'd like to be able to switch to that.
