This needs:

BuildRequires:    python3-nose
BuildRequires:    python3-mock
BuildRequires:    python3-editor

for full test coverage. But we could drop all 3 of those and have some test coverage still in epel9.

None of those dependencies are needed anymore.  I've filed https://src.fedoraproject.org/rpms/python-alembic/pull-request/14

since the PR 14 is merged into python-alembic can this package now build for EPEL9?

I was going to go and say yes, but it seems... it's in stream in prep for landing in 9.1?

Indeed, I can build in `mock -r centos-stream+epel-next-9-x86_64`.

This package is already an EL package, therefore it cannot be in EPEL.
