I just realized that we don't have a bug for the 4.0 stream of the container-tools module for RHEL 8.  I filed bug 2152907 for the 4.0 stream.  We can use this bug for the rolling stream.

toolbox-0.0.99.3-5.el8 solves the issue. I now see multiple names (tags) for same image after skopeo copy command. All our tests pass.
