openwsman fails to build with Python 3.11.0a3.

-- Could NOT find PythonLibs (missing: PYTHON_LIBRARIES PYTHON_INCLUDE_DIRS)

CMake Error at bindings/python/CMakeLists.txt:66 (INSTALL):
  INSTALL FILES given no DESTINATION!

I think, the problem is that somewhere in CMake is missing support for Python 3.11. I proposed patch to CMake to add it, but it seems like it's not enough for openswman.

Python 3.11 is planned to be included in Fedora 37. To make that update smoother, we're building Fedora packages with all pre-releases of Python 3.11.
A build failure prevents us from testing all dependent packages (transitive [Build]Requires), so if this package is required a lot, it's important for us to get it fixed soon.
We'd appreciate help from the people who know this package best, but if you don't want to work on this now, let us know so we can try to work around it on our side.

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.

Is this bug still valid? Mock build with python311 repo succeeded few minutes ago for me and looking
at the history of your openwsman builds on Copr (at [1]) seems to succeed quite regularly.
