When building a new project that has config.sub in the top-level directory, an
error occurs whereby config.sub complains of no arguments.  Further
configuration and building may result in errors as options and directory paths
may be invalid.

A patch has been made to the configuration argument logic to prevent an empty
"other" category from contributing an empty configuration parameter.  This empty
parameter causes the error in config.sub and subsequent errors.
