So it looks like geos 3.10.1 was built a while back for EPEL9 - https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2021-8a3db5e5a1  but without mingw support, which is possible, at least with the next release of EL9 and for x86_64.  Scratch build of current rawhide on EPEL9 next: https://koji.fedoraproject.org/koji/taskinfo?taskID=88158255

Current EPEL9 fails with an error in the debuginfo package macros - but it looks like that has been resolved in the current CentOS Stream 9.
