Description of problem:

During development of Events in Kuryr-Kubernetes there has been retry triggering missing due to missing statement, resulting in race condition between kuryr and neutron for making port state ACTIVE/DOWN.

How reproducible:


Steps to Reproduce:
1. create a pod
2. look at the timings, when pod would get the running state
3. it might be ready right away, but most of the time it should take a while to make it run.

Pod creation for the first time takes about 1 minute after the image is downloaded and a project is created.
After that it takes 8 seconds.
Verified with 4.10.0-0.nightly-2022-01-05-181126.
