Description of problem:
e2e-metal-ipi-ovn-dualstack tests are permanently failing in cluster setup as seen in https://testgrid.k8s.io/redhat-openshift-ocp-release-4.10-informing#periodic-ci-openshift-release-master-nightly-4.10-e2e-metal-ipi-ovn-dualstack

On local environment, some errors are in VM (which are also attached);

Couldn't connect to Server

Maybe in dualstack, this image should be fetched via IPv4 instead IPv6?
