Description of problem:
Update parameter allowVolumeExpansion to true in default storage class  for vpc.block.csi.ibm.io

1.Install openshift cluster on ibm platform.
2.oc get sc

Expected results:
As GA feature, we'd better update allowVolumeExpansion to true.
