1.  
ovs-vsctl add-br br0
ovs-ofctl del-flows br0
ovs-ofctl add-flow br0 "ip,nw_proto=2 actions=drop"
ovs-ofctl add-flow br0 in_port=1,idle_timeout=0,actions=output:1
ovs-ofctl add-flow br0 in_port=2,idle_timeout=0,actions=output:2
ovs-ofctl dump-flows br0 

2. /usr/share/openvswitch/scripts/ovs-ctl restart
3.ovs-ofctl dump-flows br0

Actual results:
The step 3 flow result:
[root@dell-per730-50 ~]# ovs-ofctl dump-flows br0
 cookie=0x0, duration=10822.254s, table=0, n_packets=0, n_bytes=0, priority=0 actions=NORMAL

The step 1 flow result:
[root@dell-per730-50 ~]# ovs-ofctl dump-flows br0 
 cookie=0x0, duration=0.831s, table=0, n_packets=0, n_bytes=0, igmp actions=drop
 cookie=0x0, duration=0.827s, table=0, n_packets=0, n_bytes=0, in_port=1 actions=output:1

Expected results:
The step1 and step3 flow result should be same.

Hi,
do you have the same problem if you use systemctl reload openvswitch or you use /usr/share/openvswitch/scripts/ovs-systemd-reload?
