solaar (Logitech device manager) v1.1.0 requires python3-psutil >= 5.6.0

Although supposedly built and pushed to EPEL 8 previously at v5.6.7, it does not appear to bepresent: https://bugzilla.redhat.com/show_bug.cgi?id=1912141 , https://src.fedoraproject.org/rpms/python-psutil

The current F35 src.rpm for python-psutil (v5.8.0) builds without modification for EL 8:

python-psutil was added to rhel8 a while back. See rhbz#1797174

You will need to request the update from RHEL maintainers. ;( Sorry.
