Description of problem:
Please build libart_lgpl for EPEL 9, because it's a dependency of the dia package.

Version-Release number of selected component (if applicable):
libart_lgpl-2.3.21-26.fc36

Actual results:
No libart_lgpl in EPEL 9.

Expected results:
libart_lgpl-2.3.21-26.el9 - or better ;-)

Additional info:
Please let me know if you are not interested in maintaining the package on EPEL 9 branch.
