Description of problem:

Ssh rex command job fails with Error loading data from Capsule: NoMethodError - undefined method `each' for nil:NilClass

Ansible rex command in the same settings hangs indefinitely

Satellite 7 snap 3

How reproducible:
Always

Steps to Reproduce:
1. On a fresh satellite, register a host or use satellite itself 
2. Run a rex command job against it 
3. Observe the above error (sometimes the job succeeds but the error appears in host details)

as described

job suceeeds

Verified on Satellite 7 snap 4, both ssh and ansible rex jobs now work as expected
