After a consultation with an SME, there is a couple of changes to be made in this section:
1. Replace "all YUM plug-ins" with "loading YUM plug-ins" because of the mechanism the command works.
2. Move the "IMPORTANT" admonition further up so that it is directly with the step it pertains to.
(3. OPTIONAL: Rearrange the procedure steps to make step 1 about enabling and step 2 about disabling. And group steps about enabling together, followed by grouped steps about disabling.).
