Draft PR: https://github.com/googleapis/google-auth-library-python/pull/937

Currently, the upstream draft PR just loosens the version pin to allow cachetools 5.x, and that seems to pass all of the CI checks except “Kokoro system-3.7”, whatever that is, so this may be the only change that is needed.
