Description of problem:
In previous versions (4.8, 4.9) there is a navigation bar to select the namespace, and on some pages like the add/import page, the application as well.

This navigation entry was sticky / always visible earlier and scrolls now with the complete content. This makes the important information of the current namespace less visible.

Steps to Reproduce:
1. Switch to developer perspective
2. Navigate to the add page
3. Scrolls down (if needed reduce your window size ;))

Actual results:
The namespace bar "Project: ..." is not always visible, it scrolls with the content

Expected results:
The namespace bar "Project: ..." should be always visible. It should be sticky at the top and should not scroll with the content
