just tested it in fedora:36 container and openocd installs

The fedora:36 container does not represent the most up to date repository configuration. This fails to install in Koji buildroot (which represents the future of the fedora:36 container):

$ mock -r fedora-rawhide-x86_64 --disablerepo='*' --enablerepo=local install openocd
Error: 
 Problem: conflicting requests
  - nothing provides libjim.so.0.78()(64bit) needed by openocd-0.11.0-1.fc35.1.x86_64

A simple rebuild should fix this, taking this one.
