Description of problem:
All the filters on the Observe->Targets page can't work

Steps to Reproduce:
1. Open Admin web console
2. Go to page Observe->Targets
3. Filter drop&down and Text/label textbox, all these filters can't work

This should be fixed now that https://github.com/openshift/console/pull/10714 has merged.

Test with payload 4.10.0-0.nightly-2022-01-22-102609
All the target display well now.
