This is actually a side effect of a change to annobin.

Annobin was recently updated to use the link-order feature supported by recent versions of the linker.  But the RHEL-9 baseOS linker is not quite advanced enough to support this feature.

So I am switching this BZ over to annobin so that the change can be reverted.

This *should* be fixed by annobin-10.47-1.el9.

I am going to wait for it to reach the buildroot so that I can test it with the current baseos binutils.
