Description of problem:

It looks like annocheck uses cpio but does not install it as a dependency necessarily.

$ annocheck mecab-0.996-3.el9.3.x86_64.rpm 
annocheck: Version 10.44.
sh: line 1: cpio: command not found

Version-Release number of selected component (if applicable):
$ rpm -q annobin-annocheck
annobin-annocheck-10.44-1.el9.x86_64

How reproducible:
easily

Steps to Reproduce:
1. yum install annobin-annocheck (in a small container)
2. annocheck mecab-0.996-3.el9.3.x86_64.rpm 

Actual results:
sh: line 1: cpio: command not found

Expected results:
annocheck mecab-0.996-3.el9.3.x86_64.rpm 
annocheck: Version 10.44.
Hardened: mecab-dict-gen: PASS.
Hardened: mecab-dict-index: PASS.
Hardened: mecab-system-eval: PASS.

True.  It also needs the rpm package as well.  So I will add that too.

Fixed in annobin-10.46-1.el9.
