Description of problem:
When using ControllerSriov role deployment fail due to irrelevant services for example (OS::TripleO::Services::CinderBackendDellPs)

Version-Release number of selected component (if applicable):
osp17

How reproducible:
100%

Steps to Reproduce:
1. deploy overcloud using ControllerSriov role

Actual results:
failure

Expected results:
working osp deployment

Additional info:
there is also a patch created by saravanan but until it will get downstream this is an automation blocker for nfv
