Description of the problem: on OCP311 dashboard, all clusters are list, but only OCP311 cluster should be list here.

Steps to reproduce:
1. import OCP311 dashboard into 2.3/2.4 with instruction - https://github.com/stolostron/multicluster-observability-operator/pull/868/files
2. navigate to OCP311 dashboard
3. open cluster list, all clusters are list here, but it should only list OCP311 cluster

@lcao The similar issue is the OCP 311 cluster should not be list in other cluster lists on non-ocp311 dashboards or the panel, right?
for example, dashboard - "General/ACM - Resource Optimization / Cluster"
and the "Top 50 Max Latency API Server" panel.

verified by 2.4.3 RC1, issue is fixed.
