Description of problem:
As per the discussion there are some changes to the UI for the HPCS KMS componenet.

How reproducible:
This is IBM related feature and option on UI will only be visible if openshift is on IBMCLOUD infrastructure.

Steps to Reproduce:

Actual results:
1) Old keys.
2) BASE_URL is an optional field.

Expected results:
1) Update ConfigMap keys as per the discussion.
2) BASE_URL is now a required field on UI.

Additional info:
Ceph-CSI will also follow CAPITAL_CASE format for keys for HPCS just like Rook/Noobaa.

The referenceed PR has already been merged https://github.com/openshift/console/pull/10833. I dont know why the bugzilla link URL shows it as OPEN  though.

Status of the BZ is ON_QA, where is it showing as OPEN ??
