This bug was initially created as a copy of Bug #2040275

I am copying this bug because: 
We need a 4.10 dependency bug


Description of problem:
there is an issue with yaml-patch tool which was moved from:
https://github.com/krishicks/yaml-patch
to:
https://github.com/pivotal-cf/yaml-patch

due to this issue "ci/prow/verify" is failing for PR  >= 4.9

Steps to Reproduce:
1. Check console-operator PR >= 4.9

Actual results:
ci/prow/verify  on console-operator repo is failing with:
```

make: *** [ensure-yaml-patch] Error 22
```

Expected results:
"ci/prow/verify"should be passing

@Yadan this BZ is just to satisfy openshift-ci-bot on github.
For the 4.10 we are already using the right https://github.com/pivotal-cf/yaml-patch tool, so it should be OK to move to VERIFIED.
