Description of problem:
when creating a persisting hotplug volume, and creating a VMSnapshot, there is no VolumeSnapshot created for the hotplug volume

How reproducible:
100%

Steps to Reproduce:
1. create a VM and run it
2. create a persistent hotplug
3. create VMSnapshot
4. get VolumeSnapshots list after VMSnapshot was created

Actual results:
VolumeSnapshot instance is not created for hotplug volumes only

Expected results:
VolumeSnapshot instance is created for every volume in VMSnapshot

Additional info:
after restarting the VM and waiting for VM to be `Running` again, I created another VMSnapshot, and VolumeSnapshot was created for every volume in VMSnapshot including the hotplugs
