Description of problem:

When the host is in the Available state and the HostFirmwareSettings are changed the host should transition to the Preparing state as it does when the BareMetalHost settings are changed. Currently its not doing that. This prevents a user from making BIOS config changes and having them take affect when the host is in Available.

Steps to Reproduce:
1. Deprovision a host so it is in the Available
2. Change HfS settings in the Spec to be different than Status
3. Provision the host

Actual results:
The host does not go through manual cleaning, i.e. through Preparing and the settings are not updated in the HFS Status.

Expected results:
The host should go through cleaning and the settings should be updated,
