Verified on RHOS-17.0-RHEL-9-20220714.n.1 with  openstack-neutron-18.4.1-0.20220705190433.5258354.el9ost.noarch.
Verified that the problem does not occur after migration to OVN. QoS info was preserved. Tobiko tests test_qos_bw_limit and test_ping_dscp are passing.
