Steps to retest:

1. Enabled a rh repo (either RHEL8 baseos or RHEL7)
2. Sync the repo without mirror_on_sync
3. Check the backup for the other.xml file after setting up the debug certificate

Expected result:
The changelog for each packages should have a max of 10.

Actual:
The changelog for each packages does have a max of 10.

Verified on 6.10.3 snap 1 with python-pulp-rpm-3.14.12-1.el7pc
