Re-set minimum client compatibility in Ceph to >= mimic as we did in BZ#1884322

Closing this BZ. Clonev2 / Deferred deletion is planned for OSP18 at the earliest. Since OSP18 won't rely on Director, we don't need this THT BZ anymore.
