Description of problem: When I delete the storage cluster it should be possible to create another one. It isn't possible without the reinstallation of the OpenShift Container Storage operator. This can be an issue during the storage setup updates.

Version-Release number of selected component (if applicable): 4.8

How reproducible: 100%

Steps to Reproduce:
1. Create Storage cluster with metadata/data/wal PV-s
2. Delete created Storage
3. Create new Storage

Actual results:
Deployment stuck 

Expected results:
Storage should be deployed

The logs by themselves are not terribly useful. Can we get some must-gather output? Ideally both the regular OCS must-gather and ocs-must-gather.

Since we haven't heard from this group in a bit, I'm dropping this from the ODF 4.10 for now. I understand there's an internal working group collaborating with Intel on this, so I'll leave it to them to come back and determine this BZ's priority and proposed release.

Oops, cant have an unspecified release. Moving to 4.11.
