clisp failed to build from source in Fedora rawhide/f36

Please fix clisp at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
clisp will be orphaned. Before branching of Fedora 37,
clisp will be retired, if it still fails to build.

clisp-2.49.93-23.20210628gitde01f0f.fc36 has been built in Rawhide.  It contains a workaround for the segfault on ppc64le, by adding -fno-inline-small-functions to the build flags for foreign.c.  This is a workaround, not a proper fix, so I am leaving this bug open for now.

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.
