Please fix grub2 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
grub2 will be orphaned. Before branching of Fedora 37,
grub2 will be retired, if it still fails to build.

Per https://bugzilla.redhat.com/show_bug.cgi?id=2044656 this is because grub2 needs to update its copy of gnulib.

While fortunately for unrelated reasons I have patches that do this under review, getting that into Fedora will take *a while*.  During that time, please do not short-sightedly follow process and try to remove grub2 from the distro...

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.
