Description of problem:

After https://bugzilla.redhat.com/show_bug.cgi?id=1907795 there only Red Hat supported provisioning templates are shown, it would be better to show all the available templates again as before.

Satellite 7.0

Steps to Reproduce:
1. Go to Provisioning Templates index page
2. See supported only templates only
3.

Actual results:

Supported templates only are shown by default

Expected results:

All the templates should be listed
 
Additional info:

It also would be nice to have a new search like 'supported = true' to filter those without changing the settings.

All templates are shown by default.
Search capability was also implemented. Executing `supported = true` search query filters out the supported templates.
