Description of problem:

error adding container to network "ovn-kubernetes": CNI request failed with status 400

ovsdb_idl|WARN|transaction error: {"details":"cannot delete Datapath_Binding row 29e48972-f3f4-45f0-8a93-aa438eb5ebb0 because of 2 remaining reference(s)","error":"referential integrity violation

Actual results:
pods are going in container creating with "err failed to configure pod interface: timed out waiting for OVS port binding (ovn-installed) for 0a:58:0a:e7:0a:0b [10.231.10.11/23 2001:db8:0:205::b/64]"

Expected results:

 pod should get IP address
