tcptrack failed to build from source in Fedora rawhide/f36

Please fix tcptrack at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
tcptrack will be orphaned. Before branching of Fedora 37,
tcptrack will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.

I have raised pull request https://src.fedoraproject.org/rpms/tcptrack/pull-request/1

this patch is fixing type mismatch, which hopefully should fix FTBS https://bugzilla.redhat.com/show_bug.cgi?id=2047036
I offer a hand maintaining the package.
