Description of problem:
During scale testing, the following PRs were merged which addressed scale issues in the mgr component. These patches are needed in upstream and downstream Pacific.

thanks for verifying PR, also, Prashant has kindly created a fix for the autoscaler NEW PG_NUM bug: https://github.com/ceph/ceph/pull/46761

Once that is merged, that should also resolve your concern regarding the NEW PG_NUM issue as well.
