Description of problem:

I may be in the wrong here, but after taking a look at backup-and-restore role in RHOSP 16.2 it looks like tripleo_backup_and_restore_nfs_storage_folder parameter is not applied properly:
- we use it to setup NFS server [1]
- we don't use it to setup ReaR [2]: hard-coded tripleo_backup_and_restore_output_url and tripleo_backup_and_restore_backup_url definitions are used
