Description of problem: Accessibility > On-Screen Keyboard should automatically turn on for Convertible PCs when keyboard is detached or folded over 


Version-Release number of selected component (if applicable): RHEL 8.5


How reproducible: Every time.


Steps to Reproduce:
1. Fold Keyboard back or detatch
2. Tap text box

Actual results: No onscreen keyboard unless manually turn on accessibility


Expected results: On-Screen keyboard is toggled automatically.

Note that the lockscreen seems to have this functionality covered. When tapping text box with touch screen and keyboard folded back onscreen keyboard pops up.. but accessbility OSK still have to be turned on manually once logged-in and trying to type..
