Description of problem:
python3-pytest-cov-3.0.0-4.el9 is  uninstallable on EPEL9

python3-pytest-cov-3.0.0-4.el9
How reproducible:
Every time

Steps to Reproduce:
1. dnf install python3-pytest-cov

Actual results:

rror: 
 Problem: package python3-pytest-cov-3.0.0-4.el9.noarch requires python3.9dist(coverage[toml]) >= 5.2.1, but none of the providers can be installed
  - conflicting requests
  - nothing provides python3.9dist(tomli) needed by python3-coverage+toml-6.2-1.el9.x86_64
