We have flatpak-1.10.x in RHEL 9, which is known to have several problems running current versions of Steam:

One very specific example of a problem is that a Flatpak:ed Steam application can't run games with Proton >= 5.13:

These problems are fixed in the current flatpak-1.12.x stable releases, which we have been shipping in Fedora >= 35.

A few months ago, I spoke to Tomáš (our Product Owner) about rebasing the Flatpak stack in RHEL 9 to the latest stable releases, and he suggested that it's too late in the game to do such things for RHEL 9.0, but we can consider this for RHEL 9.1.

After a round of discussions with alexl, mkrajnak and tpopela, we decided to try rebasing the Flatpak stack to the latest stable branches for RHEL 9.0.

I am adjusting the Internal Target Release and Dev Target Milestone accordingly.
