Description of problem:
After upgrading ACM from 2.3.5 to 2.3.6, addons for managed clusters that existed prior to upgrade no longer show addons on the UI. We can see addons appear fine on the backend. Any newly created or imported clusters show addons as expected.

This did not happen with our other environment that was upgraded from 2.2.10 to 2.3.6, nor on fresh 2.3.6 environment.

How reproducible:
Only reproduced once.

Steps to Reproduce:
1. Create/import managed clusters on 2.3.5
2. Upgrade ACM to 2.3.6
3. Observe addons no longer appear for managed clusters in UI

Actual results:
Addons do not appear, shows "No addons found"

Expected results:
Addons appear as expected

Fix is merged for RC3.

Verified fix with 2.3.6 RC3 and 2.4.2 RC2. Closing.
