NOTE: This is a package unretirement request.
The package was retired in rawhide three months ago, so a re-review is required.

I retired the package because it was unused, but we will need it again, as it blocks the update of toml_edit to newer versions.
The resubmitted package is 1:1 the exact same that was already in Fedora.
I can update it to the latest version (1.0.4 → 1.0.6) once new dependencies are also packaged.
