I would love if this package was updated. The most recent version in rpm is 1.2.1.

Thanks for offering, but a Pull Request alone will probably not do it, since some of starship's dependencies will most likely need to be updated for this new release, as well.

I want to take over these packages. I am using starship and recently upgraded to Fedora 37 to discover that it's no longer present. Can someone assist me in bringing it back? (total noob in RPM packaging)

Maintaining the package for starship is probably not the best way to get started for a self-proclaimed "total noob" ... bringing back starship would likely require packaging about a dozen new Rust crates, and updating a dozen others :(

In the meantime, you could use the "unofficial" packages from this COPR:
