Description of problem:
A new OSP 16.2 cluster has been deployed, where customer sees a degradation over time.
Initially (after bouncing all nova-api containers) a list request takes ~3 seconds to return,
and things stay like this until customer starts building instances, at which point the api calls begin
to return slowly (20 seconds or more) or end with 504 Gateway Timeout

1. Bounce all nova-api containers
2. Issue server list commands (should take < 3 secs)
3. Create some instances
