region drop down list

Description of problem:

I create a azure government credentials, and then I want to create the clusters with this credentials. but when I try to select the region from the regions drop down list, I can not find the government regions like usgovvirginia and usgovtexas. 

I checked the env on ACM 2.4.1, it worked as I expected. but in ACM 2.4.2, looks like the feature was blocked.

Steps to Reproduce:
1. create the azure government credentials
2. create the cluster and select the azure government credentials
3. try to select the regions in node pool

Actual results:
no azure government regions list in the dropdown list

Expected results:
should list the usgovvirginia and usgovtexas
